J E West Fellowship Plaque

James E. West was the first Chief Scout Executive of the Boy Scouts of America. He was a children's rights advocate and lawyer who worked for the Washington Playground Association and the YMCA, a leader in the establishment of the National Council, B.S.A. - a leader in the establishment of the Scout Oath, Law, badges, and fundamental policies.
